Dr. Kagan received her bachelor’s degree in Biology from Loyola University Chicago with Magna Cum Laude. Then she continued her education at Illinois College of Optometry earning her Doctorate of Optometry degree in 2001. Her graduate education included pre- and post-operative patient care of patients undergoing Lasik and cataract surgeries while on rotation in Mount Dora, FL and valuable experience at Kraft Eye Institute in Chicago, IL. Dr. Kagan had an extensive pediatric internship at Illinois Eye Institute.

She has a caring and welcoming approach for the pediatric population and enjoys working with children, and they find her to be a comforting presence in the examination room. She completed clinical trainings at the Veteran Affairs Hospitals with Honors where her internships focused on ocular disease and glaucoma in Hot Springs, SD and Knoxville, TN. She is knowledgeable in the evaluation of glaucoma, cataracts and macular degeneration, as well as the treatment of eye infections.

Dr. Kagan is Board certified and licensed as a therapeutic optometrist for the last 21 years during which Dr. Kagan practiced in the Bay area from San Francisco, Millbrae, Belmont, Redwood city, Palo Alto, Mountain View to San Jose and Morgan Hill in different settings including private and corporate optometric practices.  Dr. Kagan is proficient with the latest in optometric equipment and technology, including paperless electronic medical records. She enjoys all aspects of primary care, especially contact lenses and children’s eye examinations. Her expertise is in primary eye care and specific interests include astigmatic and multifocal contact lenses and diagnosing and treating diseases of the eye including glaucoma, diabetic retinopathy, macular degeneration, dry eyes, inflammations and infections. She participates in continuing education courses each year in order to expand her knowledge even further. She past served on the Board of San Mateo County Optometric Society.

She resides in San Carlos with her husband and three children. Dr. Kagan’s favorite pastime is spending time with her family and traveling. She enjoys family and outdoor activities including hiking, playing table tennis and badminton, watching movies and going out to the local restaurants. Outside of the office you can find Dr. Kagan driving her daughter and sons to their sport and music events and activities.  Dr. Kagan participated in the vision screening at the Highlands Recreation Center’s Health Fair in San Mateo and volunteered in VSP mobile vision screenings and giving the Gift of Vision at PHC 66 Vision Services.  She is very excited volunteering her time at school and looking forward to volunteering her time with local vision screenings to serve Peninsula community.
